The next incarnation of the Masters of Evil was formed when Baron Zemo saw an opportunity to exploit the apparent death of most of the Marvel Universes heroes in the wake of the Onslaught story line.  He brought together five former Masters of Evil to form the apparently heroic Thunderbolts.
